Cycling would result in -

1) big loss of tax revenues linked to cars
2) people will live longer, so pension ponzi scheme would blow up quicker

When I was a child everyone in China cycled. Everyone in the UK drove cars.

Now that is reversing.

Educate cyclists and you'll encourage walkers.
Make the CPT mandatory.
Raise awareness of the impact caused by the relevant activities.

... OK, so that mainly applies to townies who come out to wreck (sorry, enjoy with no consequences) the countryside.
