And how would Labour (which actually means Unions) tackle issues such as:
EU control of UK?
Open door immigration?
Low productivity?
Massive public and private debt levels?
Sprawling inefficient and costly NHS?
High levels of taxation?
Answer is as LibLabCon always does, by carrying on as we are, an EU dumping ground for immigrants, with poor public services, massive population increases and high direct and indirect taxation.

Like it or not HMRC + Gov view PSC mainly as a tax-avoidance scheme. They've been clamping down on them for years without too much success.
I think they'll strengthen the legislation to effectively say "Anyone working through an agency is automatically caught by IR35".
I would also not be surprised if they also force all PSC's to payout all income received each year - no more holding onto cash within the company structure. No more retaining profits. The way it works at the moment a LTD contractor has some say over when (s)he takes their money and therefore can exert some control on when they pay tax.
This is a problem for the government because a) They don't get all the tax they believe they are due and b) The hoarded cash is not creating any economic activity.

Which would mean that clients pay a fee to the agency, agency finds contractor, contractor engages directly with the client outside IR35.
I'd prefer that to working with an agency.
True - that's one model. The agents wouldn't like it. No reoccurring revenue from a long-term contractor.
The end-clients wouldn't like it. First they'd have to have loads of small contracts with individual PSC's. Second they'd feel exposed to getting clobbered by HMRC et al for having "disguised employees" on their books.
