1) use precision guided bombs to minimize collateral damage
2) accept responsibility for action rather than deny it (like Russia does - they blamed USA for the bombing on video)
3) investigate what and why happened, try to make sure it does not happen again
4) collateral damage isn't main thing that happens, ie it's rare rather than normComment
