I believe that it should be the first 'Safe' Country. Plenty of people made it to Switzerland, France etc.
There is no comparison to a Civil war and World war. In fact if Germany had had a Civil war based on the general populations disagreement with Hitler's policies we'd not have had WW2.Comment
