Salford lies at the heart of the City of Salford, a metropolitan borough of Greater Manchester, in North West England.

Good enough for me, a bit like saying that Westminster isn't London...

The City of Westminster is an Inner London borough which occupies much of the central area of Greater London including most of the West End

It is one the outskirts and there is a least 1 waterway if not two between it and what you would call the 'central' areas of Manchester

and the shootings all happen in Chav'sville Road and Doleite street anyway.
