    On the other hand, it means an area can cut rates to attract businesses to (re)locate there. And generally encourages each council to try and generate revenue rather than rely on handouts from central government.

          They'll be cutting rates in areas which struggle to get tenants?

          And more generally, giving councils responsibility could encourage ambition and competition.

            Because all businesses from great places will start moving into tulipe areas with 0 business rates without any guarantee it won't be bait and switch (which it would be)

            In Birmingham it's impossible to get through via phone to business rates team, and their ETA on email responses is quoted as 2-3 weeks!

              No, you're wrong. All councils are subsidised above rates collected (whether by council tax or business rates).

              How do you work out that Scots will increase ? Scotland already has business rate breaks better than you get in England, especially for small business.

              I think you'll find that this is a political move (similar to the council tax) where a tory government sticks it to Labour controlled councils and rate payers have to pick up the tab. The theory is that the paying public will blame the councils rather than the government for cost increases.

                Right, so cutting rates to get businesses into crap areas, I get that.

                When the central government grant to councils is reduced and councils attract businesses by giving vastly reduced (or zero) business rates, how does that equate to higher revenue for councils ?

                Under Osborne's proposal, councils will have to increase rates to stand still.

                    Move your operations to Scotland mate and get a business premises with an RV of under £8K and you won't pay any business rates at all.
