      I don't think shouting him down would have worked...

      Unless his car had diplomatic plates it could have been impounded, and he'd have to produce paperwork for his diplomatic immunity which needs to be pre-approved before visit to country can be made, though for heads of state there are exceptions.

              Not sure that should be covered by diplomatic immunity. A worldwide arrest warrant seems appropriate so he can't leave Saudi unless posted elsewhere.

                The trick used by most countries is to recall the diplomat like India does it with domestic abuse cases.
