All infrastructure services - including energy and public transport - should be state run and not for profit. Get proper, well-paid professionals heading them up rather than civil servants. Society needs a good balance of capitalism and socialism. While both are sound political theories, they both make the sad assumption that everything else is a level playing field.
First thing I'd do is reverse the Beeching effect and get more railways up and running again, especially for freight, to reduce the number of HGVs clogging the motorways.
