    Will that bother a lot of us? Those who contract in the same city for over 2 years won't be affected, others will surely raise prices/dispersements to compensate?

        His point is that he doesn't understand that the deficit can be reduced, but that debt will still rise, that the national debt will continue to grow until a surplus is being run that is in excess of the interest level on those debts.

                It'll bother anyone who works away from home in a market competing with those who are local.

                To compensate for not being able to claim expenses for working in London, you have to whack up your rate significantly because the employee has to pay that additional £10k (or whatever it costs you) out of their salary, which means you have to take that much more out of the company, incurring a 40% tax hit on it.

                So you now need to add a minimum of £80 a day onto your day rate, which prices you out of the market.

                  Of course on the one hand, the statement “the government expects that this will be a longer term piece of work, and therefore has no plan to legislate for these new rules in the remainder of the current parliament” suggests an umbrella’s (and an umbrella contractor’s) current system for expenses via an Overarching Contract (OAC) can continue undisturbed. On the other hand, is putting something in the Budget to take effect from April 2016 legislating in “the current parliament”? Possibly, but the likelihood is that politicians won’t agree!

                    Umbrella contractors expenses golden till April 2016 then clobbered.
                    Ltd contractors expenses golden 'forever' but Ltd needs to be watertight as Osborne gunning for 'em. If not watertight expenses clobbered.
