I had rather assumed that when Wendigo asked about "clock cards" he meant it literally.

I did.

The last time I had to use one was 12 years ago, working for a supposedly high-tech firm in Germany. It recorded hours and hundredths of hours, rather than minutes. We charged by the tenth of an hour.
