    Mansion Tax was mooted by both Labour and LibDems and would be an annual charge. The new tax in Scotland only applies when the house is bought.

    Labour leader Ed Miliband said that owners of properties worth more than £2m would face an annual charge.

    It is a similar idea to the proposal outlined in the Liberal Democrat's 2010 general election manifesto that was restated at their latest conference

      Well it's no surprise that the "hate the rich" (read: middle class/anyone not on benefits) champagne socialist crowd proposed it. Even within Labour there is strong dissent over it, though, so it may just remain a lofty pipedream. This country has an addiction to property bubbles, after all, and I am sure Labour will want one of its own come GE.

      I remember Red Ed talking "tough" on the banks, only to go crawling back later, sweet talking them.

        It's hardly progressive, it's a massive hike.
        Totally bonkers, wtf they couldn't just put the tax on income (truly progressive) just shows that the SNP resort to gesture politics just like everyone else. It's disappointing, but not surprising.

          I meant progressive as in forward looking rather than in step changes.

              This is nothing more than simply a rejigging of stamp duty bands and percentages. And on the whole, I think it's quite a reasonable adjustment - removing the cliff edge changes is a good one.

              But why does it need to be introduced as a "new tax"

              Even the lab/lib "mansion tax" doesn't need to be a new tax at all - just add another proportional band which kicks in at £2m on the council tax.

                  The SNP are not progressive - the best they can do is ape the Lib and Lab in a variation of the mansion tax.
                  Income tax is the best way to 'progressively' and fairly raise taxes. An arbitrary tax on property makes little sense other than to raise taxes on the perceived rich rather than explicitly raising income tax.

                  If they had any b@lls they'd raise income tax, explain that the extra money will be directed to hospitals and schools and then go to the polls with it at the next Scottish elections. They won't, because, in the end, they are (nearly) as sh1t as the other parties.

                    It's a 'new' tax because it's the first tax to be levied by a Scottish Parliament since 1707.
