    I've offered tips before in certain European countries and have been looked at as weird.

    It includes both Northern and Southern European countries so the best thing to do is check before you go but the general rule is if you are in a country where being a waiter/bar tender/server/whatever is seen as a proper job and they earn a living wage you don't tip.
