                  They are, but similar to Norwegian and Danish, the way it is pronounced is very different. Virtually all Ukrainians speak fluent Russian with some accent that native Russians would recognize as Ukrainian. Russians however don't understand Ukrainian when spoken, they can read Ukrainian maybe up to 80-90% though.
