He might just be able to find somebody ultra local who would be willing to work for that amount for the convenience. Not easy but possible. Have you tried the job boards? LinkedIn?

This "talking up the rates" thing is rather transparent and equally dull. I love how freelancers love to say anyone cheaper must be rubbish, but claim they themselves are "better value" than people charging more.

At £350 a day you can barely find someone good to do ordinary development work not requiring any special skill.
