People simply cannot ask such basic un-informed questions when they are considering such a major shift in their lives. In this case I would say that the OP doesn't know his worth or place in his chosen market and hence should not consider contracting, not until they have the maturity or mindset that it takes to go it alone.

Going out there as an independent consultant isn't about applying for job on Jobserve, signing a contract and being a bum-on-a-seat pseudo-employee billing through an agency. It's about knowing who you are and how you can sell your services, how to network and build and manage relationships, how to run a legally compliant Limited company and provide the best possible service to clients.

Evidently, they can. And they do.
