I have no issue with an appropriate pre-engagement check.

Being asked to complete a pre-employment form, when I am already employed and not being employed by the client, I take issue with.

Some of the forms are okay, some are downright stupid (WTF do my 'O' level grades have to do with anything??) but the jist of it is that they have to do some due diligence on the folks that are going to be on site. Mostly it's designed to catch out anybody stupid enough to tell porkies on their CV.

If the agency/client are unable to screen you, then I'd imagine the process probably won't progress very far.
The clue is in the title... Pre-Employment - Pre-Engagement Screening... They are not the same thing.
