My advice? Hire a good web site consultant (and not just a javascript/html jockey.) It sounds like you want a CMS storing content in a db which can then be viewed/approved and then automatically published to a web site. That's pretty much bread-and-butter stuff to most of us on here.
    Good advice there, I'd say.
It depends what the original code was written in, and on what platform. But in a lot of cases it's possible to put something together fairly quickly using a platform like Drupal or cakephp (if the original code was in php/mysql), import relevant data, and apply the css/html markup to get the display you wanted. And once you've got the system running on such a platform there are lot's of coders out there who can help with enhancements in the future.
Given the database schema, css code and a few screen shots many here (including myself) could knock up a prototype so you could see how things can progress.
