If it is possible I would divide the project up into analysis and implementation, the output of the analysis is a requirements doc and a design doc.
Based on that you make an offer for the implementation.
That will cut the risk significantly.
For a small project, where the customer knows what he wants, you might of course be able to produce the analysis in a short initial analysis over a day or two, and effectively produce your design and requirements doc as part of the offer.
