(But I think I know why I'm not getting interviews, it's because I don't have security clearance or in depth Linux kernal experience, or several other things that are must haves in the current embedded market).

Which agents genuinely specialise in what you do? If you don't know, then find out and quickly. The odds of you securing interviews and contracts will be dramatically increased by dealing with an agent that understands what you do, is connected/has a network in your technical discipline, is respected in that network and knows his/her market.
As my name suggests, I specialise in a very niche area of IBM technology. And I would wager I know more or less every technical hiring manager in the UK for my discipline. Equally I know most contractors that perform the services I sell. So when it comes to marrying the two parties up, the odds of you securing the interviews/contracts are high.
And yes, I would like two references please. If I'm bringing in an unknown quantity to my pool of people, what is to say you're reliable, can do what you say you can do, are honest, have integrity etc. What is the point of me not vetting people who then turn out to be unsuitable once my client has expressed an interest? I lose that opportunity, possibly that client, and subsequently you (my pool of people) lose the opportunity of that particular contract. Also, have you stopped to think how you need to differentiate yourself from all the others that are out there sat at home declining to give references to an agent in this market? A reference or two with your application will make all the difference, not to mention the 'business benefits' you achieved in your last contract, I'm getting deep here. The moment you're asked for two references from an agent on the other end of the phone that you can patently tell is a spotty, sixteen year old who couldn’t find his/her own backside with both hands then fair enough..
