that is going to be key - the basis of ratings. I would assume once they have a number of users - they can put in some sort of rating mechanism [and one that isnt open to manipulation]. I think honest contractor review and feedback would be an idea and would need to be modded obviously. But if a agent is on the site- they shouldnt have an issue in being rated and vice versa. Maybe have a "Notes" section as well as a 1 to 5 rating whereby you can edit either as an Admin if the comments are just silly.
Whatever makes you think that a contractor is going to be bothered to go on the site and make an entirely objective opinion of an agency? the only contractors that will go on the site will be those either with an axe to grind or those who have been shoehorned by an agancy to say nice things about them.
The "axe to grind" contractors will probably be those who have been told that they havent got the job or those that pester and irritate the lives out of everyone.
Although there will be many genuine grievances, the only ones likely to be aired are by troublemakers and/or people with too much time and no life.
Alternatively they will be targeted by agencies who have the time inclination and money to spend on promoting themselves as they do in the annual recruiter awards.

Id disagree with this. Same thing was said about the Trade / Workmen site - and these are now doing extremely well - as people want to know who to trust and which trademen did/does a good job and which doesnt.
It is all about how he positions the "business". Id personally go on it if it helped a fellow contractor / agency out and they did a good job.
As I have seen with many trade sites if it is not influenced already by the biggest advertiser it will be in 12 months when it needs to make money. As has been said only people with an axe to grind will add or it will just be frequented by trade people. Hard to get something accurate and representative off the ground. Sorry - another cynic.
