Recently I was offered a contract and accepted. The starting date was a week after the offer. A couple of days later they told the recruiter that the job spec had changed and the offer was withdrawn. Is this legal?

What does your contract say? I suspect that it is legal, but if it isn't, are you prepared to fight your corner for something you are more likely to lose (either financially or contractually)? You will risk alienating not just the agency, but the client from future business.
