Is this a good sign of fishing? Is it likely to be an auto-generated email to hundreds of people? Or would an agent not wish to be deluged by loads of phone calls?

Its probably not fishing, they've not asked for anything other than you to them them. Phone then and ask? If not ignore them.

Some agencies have preferred way of contacting candidates - yours might be email?

They might not want to give skills/location in case it helps identify client - less likely that other agents will get involved?

I would call them and find out.

The strange thing is... why won't the agency call the candidate? Why is the agency asking the candidate on calling them? Are they trying to shift the burden of cost to the candidate? To me, when an agency asks a candidate to call them via means of an email, it tends to mean that they don't have a contract and they are phishing, or there is some serious financial problems that they are divulging indrectly.

What exactly is the worst case scenario though? If they're fishing you'll find out fairly quickly and hangup. Granted it's 2 minutes of your life that you'll not get back, but if you're currently benched it's just 2 minutes less Jeremy Kyle...

WHS. There is nothing to analyse here. The OP clearly has too much time on his hands or been watching Spooks. FFS, The agency may have already called. What's to lose by calling them if you're benched.
