IT contractors were being classed as Agency Workers in the private members bill which has just been chucked out the window (http://www.rec.uk.com/press/news/237). In terms of the EU directive, which isn't likely to go into effect until April 2010, the likelihood is that high level contractors who choose contracting as a career lifestyle will be exempt.
The PCG and REC have been working away for awhile now trying to get the point across that the directive needs to differentiate between high level contractors and lowly paid temps. I'm pretty confident that IT contractors who go via agencies will not be majorly effected by the directive, so I don't think there's much need to worry.
