        Nobody, but agency folk don't make up their interpretation of these laws on their own.

        They get a lawyer to look at it, who has no idea of the relationship between agency and contractor and then develop a policy that requires you to supply a photograph to comply with "money laundering" legislation.

          It's more likely because the agency has given the lawyers part of the information when questioned.

          Most lawyers are very through when they question you and if:
          1. you are dumb
          2. not very logical
          3. to lazy to give the correct/full information
          Then the lawyer will make their assumption on the way things work.
