There is an article here that you should read.. Whether it is up to date in terms of current thinking, I have no idea as it is almost 4 years old...

Edit: There is another one here..
        The "Fit" hits the "Shan"

See the word "Search" in the toolbar? Click on it, and type "Agency Regulations" into the box.

See what comes back, and read the summaries that have been asked a number of times before.

Or PM Denny and see what she says.

            Opt In

You will get paid in a reasonable amount of time and the agency can't put a handcuff clause in the contract so that at renewal time you can go direct. Agents will also have to check your references and verify that your resume is not lies.

            Opt Out

Agent doesn't have to check anything, no guarantee of when you will get paid, agent can put in a handcuff clause preventing you from going direct with client for 6 months after your contract finishes.

Agents will normally try to force your hand by offering you an IR35 caught contract if you opt in and refusing to change it unless you opt out.

              You forgot:

EBs don't understand the concept and will tell you that it impacts your IR35 status.

EBs don't understand the idea that when you opt out / how you do it is important.
