I will refer you to the Cabinet Office's re-released guidance on the hiring of cleared staff. In brief, you can only make clearance a mandatory requirement for a role if the role is going to last less time than it would take to get clearance - and for the purposes of those regs, SC is set at 30 days (yes, I know... blame DVA's bloody awful performance, but that's their SLA with MOD which is what the Cabinet Office have adopted). There are exceptions for a few highly technical positions, mostly where informed oversight cannot be given. Development ain't it.

So start telling your clients they are putting you in breach of the guidelines that they should be following as well and refuse to make clearance a requirement. You will suddenly find you have about 10 times the candidates for any given role since you'll be the only agent with the balls to do it.
