Agencey not telling the truth - normal?

I'm finding at the moment that agencies are crying out for developers looking for permie work - even though I state I only want contract they always go down the "but this job is really good.." route..

Anyway - I went to an interview the other day for a 6 month contract. I began to have doubts about the agencey because they were soooooo friendly and over-sold the position to me.

I go to the interview, it went well, I get a call from the agencey:

"Hi, they really like you and think you would fit in perfectly, in fact, they would like to offer you a permenant position. Thing is, about the contract position, there's 2 of you in the running but you could go for the permie position anyway - have a think about it over the weekend"

I ring them back a few days later:

"Not interested in the permie role, let me know about the contract though"

"OK - We'll get back to you"

And that's the last I hear from them.

Now - it seems to me that there never was a contract and they were just hoping I would go for the permie role.

Is this the type of thing agencies always try? Isn't there any sort of rule that stops them doing this?

It cost me a days wages to go to the interview...

Did you not talk about the contract conditions in the interview? Contract length, were they looking to go perm afterwards, is it for a specific project that lasts x months etc etc etc. If the agency was making the role out to be a contract when the client wants a permie then this would have been apparent in the interview?
It's about time I changed this sig...

sadly entirely normal in my experience. The people they employ are under such pressure to hit their targets that they'll lie, connive and do almost anything to get you into any role regardless of what you or the client want. they are scum, avoid if possible and build up your own client list.

Well - in the interview there was talk about the length of the project and the requirements for that project so, just looking at the interview, it would seem like an interview for a contract.

There's something fishy going on somewhere though - the agencey hasn't contacted me since I declined the offer of the permie role and they were calling me every day before then. They haven't even bothered ringing me up to tell me that the "other guy" got the contract.

I've never heard of an agent lying or a shadey underhand agency. Is this possible?
