Different rates for within and outside IR35?

Has anyone tried quoting different rates for a) contract and working conditions inside IR35 and b)Outside IR35? Did that work?

I see that there is no incentive for hiring managers to insist on IR35 friendly contracts. Agents don't care anyways. Maybe if there is a strong monetary incentive hiring managers will insist on such contracts?

Not even close. Where client managers (actually, Human Remains, not real managers) take notice of IR35, it's because they've bought the agency's line that an IR35-caught contract will protect them from being involved in tax investigations and employment claims - neither of which are even vaguely true.

Equally, they pay the agency an agreed sum. What you get out of the other end and how much tax you pay is none of their concern, as long as it doesn't cost them anything.
