Going back to OP it can be done, but you need to be very slick in how you respond, it’s an art that take a bit of practice to get right.

Yes, I'm on it I applied for that role, didn't get it, did get some feedback (which gave a some pointers) and then for some reason got another email for DOS about this role out of the blue (even though it closed ages ago).
I've normally avoided public sector roles because I thought I wouldn't fit culturally and it would be a harder sell for the next private sector role but these are paying more than private sector and with an outside IR35 status I'm very keen to learn the art!Comment

It’s very much a case of word for word making sure you tick every box to get shortlisted, and then you need an solid “elevator pitch” when you actually get in front of them.
Keep a spreadsheet of all your bids, and all the feedback (I’ve found the feedback to be very open and honest, not like the generic feedback from a pimp), track the evidence and examples that work well and reuse them where possibleOriginally posted by Stevie Wonder BoyI can't see any way to do it can you please advise?

An independent without lots of training in how to write DMP bids will almost certainly never get shortlisted, and as others have said the 6-10 week award cycle means if you are any good you'll have found someting else (many times over) in the wait periodComment

I'll be 90% of people either thinking of applying or are already on the framework have no idea of the hoops they have to jump through to get work. In many cases you'll have to go in and give a presentation which will be scored as has already been demonstrated. You'll be up against consultancies who'll bring a few people in and do a proper speil. You turn up on your own with half a presentation expecting an interview style meeting you'll be very embarrased. Not that you'll get that far.
