3rd party offering to hire and sponsor foreign workers I need?

So I got a mail shot email today from
Procorre
They are offering to sponsor and sort out the visa entry requirements for workers from a long list of countries, and then employ them on a similar basis to an umbrella and then let me use them.
Seems to be a wheeze to get more cheap workers into the country.
Is this even legal?

That said does it actually say they will be the sponsors? One of their pages on this appears to be cleverly worded looking like they will handle your application on your behalf but doesn't seem to mention actually sponsoring the worker?

yep it kinda defeats the point of immigration controls if plonkers like this can just sponsor anyone in

just another step up from the Indian outsourcers
