You clearly have never interviewed people. The interviewers are to blame for not knowing what they want and thinking it is OK to waste people's time.
I have interviewed and hired people out of my own pocket. I won't disagree with your second point because I've had more than enough interviews with unprofessional and anti-social developers. My observation is that if companies in London have access to an endless churn of quality candidates, there's little incentive to improve interviewing practices and treat candidates respectfully. The interviewers aren't the root of this problem, they're the consequence of an imbalance of supply and demand in the city.
Incidentally it's not just the interviewers that are a sign of the times. Just one example, two agents in London didn't bother getting back to me after on-site interviews last month. Not even a 'how did it go' call. I've never had that problem before, but if the bare minimum of effort to maintain a professional relationship isn't worth it to them, they can't be having that much trouble finding new bodies to process through the London meat grinder.

Writing test scripts
Experience with different testing tools - manual and automated

It's not possible to contract on a work visa (apart from T5)
Someone might need to remind these consultancy chappies about visa requirements as they appear to have an unlimited supply of visa required bottom feeders ready & willing to heavily undercut the market rate ... the consultancy still charges market rate though & pockets the difference!

There are dodgy 'umbrellas' that take on a T2 with a contract offer, assign it to themselves and take 50%.
All totally illegal as the T2 guy finds out when he shoots for ILR after 5 years.
Not allowed to work via an intermediary or agency, but it is allowed via a consultancy who the T2 guy works directly for.
