Member states are “hardening” their attitudes towards a delay and will demand “legal and financial conditions” including a multi-billion pound increase to the £39bn divorce payment.

Don’t believe everything you read in the Telegraph.

The basis for the “divorce settlement” is laid out carefully in the Withdrawal Agreement, which is not going to be reopened.

It makes for nice scary headlines to convince Tory readers to go for No Deal though....

Can't find original source I saw over the weekend, but Guardian reporting cost to be 10b for a 1 year delay, other papers quoting much larger figures and the loss of Gibraltar

The headline (and your understanding of it) is conflating two separate things. The text of the article says

But on Saturday night Brussels was making clear that if the UK wants an extension of the transition – during which it is tied to the EU economic system but with no say over its rules – it must last at least a further year.

A year-long extension would cost about £10bn on top of the £39bn divorce bill already agreed. Such a prospect will appal hardline Brexiters who already complain that the UK will have to spend almost two more years tied to the EU after Brexit on 29 March next year.

The amount quoted is for an extension of the transition, not an extension to A50. Which is roughly about right, given the expected financial commitments.

I expect that “loss of Gibraltar” might be coming from the Express...

If A50 is extended, then presumably we remain an EU member for the duration of that extension and would have to keep paying in as normal. Our net contribution is £9bn/year, so pro-rata £750m/month.
