That slowdown would have occurred without Brexit, in a decade they'll be on a par with Western Europe. Apart from asylum seekers Germany's immigration has been pretty low simply because the rules make it difficult if you're not in the EU.
One thing is for certain the EU is no way responsible for the increase in the population most of which is accounted for by ageing i.e. not pegging out at 70 and non-EU immigration which is currently running at over 200,000 a year.
