You may sneer, but at least he's trying to do something to address the lack of natural intelligence in Leave voting regions.

"Actively minimise the impact" is a lovely weasel phrase isn't it?

Just a thought though, I wonder if his plan for funding for artificial intelligence in the North East was inspired my Mark Knopfler?
