Seeing as the UK has a comparatively higher cost of living, primarily due to housing cost (mortgage or rent), than many EU countries it should be possible to offload the OAP care cost to other European countries as part of a deal for giving their workers an income they can also send home.

Euro care home tours, a land based cruise of sorts (the elderly love cruises), where the OAPs can get coached between '5 star' care homes around Europe for their remaining years, staying in one place for as short or long as they wish.
