He's distancing himself from it, so that he can say to all the believers that if he had been in charge, he would have given £350million a week to the NHS, he would have given us better trade deals, he would have made Britain great again, he would have reduced VAT on household fuel,
...all the things he promised but knew he could never deliver, and if he does his twisting right, he'll blame the EU for it as well.

This is exactly my take on him. I don't believe the commonly-believed narrative that he hides his high IQ under bluster.
