It's possible to -ve a mod. One user did it to me a few months ago because he wrote that houses sold for less than 7% of their asking price, when what he (probably) meant to say was that they sold for less than 7% off their asking price.
He ranted at the first user who tried to correct him and then neg repped me for doing the same.

But you're right, you can't give +ve or -ve rep in here. I only have 5 buttons under each post.
Probably for the best.
