          Home Responsibilities Protection it was called in my days at the Child Benefit Centre.

          Your wife will need to complete a CH1 (it was in 1986 anyway) and forward it with the birth certificate and details of the bank account to pay into.
          Child Benefit in nearly all cases is paid to the mother.
