So where is this left now? Money should sit with Govmt to spend as they wish - Im a better judge of how to spend my money than the govmt. We can't have saved just in case they got a time machine and changed the law. Lets remind them of the expenses retro argument - why did they spend it all - knowing they were doing something wrong betting with tax payers money.
