      Any employee whether working for a brolly or a permanent employer can be paid travel and lodging expenses when required to work away from their normal place of work. This remains the case for up to 2 years. That is quite clear cut.

      I agree that it will be difficult to change the law to only touch us but you may note that the consultation only points to brollies and agents, not headlease companies.
      But in practice, how can the law differentiate between a brolly and a consultant.

        Every day it looks more and more like they are working very hard to limit the setup options for contractors. Every time we jump one way they change the rules to make it less attractive. They are pushing us back towards either Ltd or going permie.
        I suspect that once they have us all in one place there will be more and more legislation to make it not worth our while.
        I believe that they will do untold damage to other businesses with unforseen consequences.
        the cost to us, them and the UK economy as a whole will far outweigh the revenue it brings in and will ultimately damage high tech industry in the UK beyond survival.
        I am not qualified to give the above advice!

            Actually there is a school of thought that says if you aren't willing to run your own company and want to use an umbrella, you aren't in business so why shoudl you get business benefits?

            However, the expenses rule changes for Umbrellas are directly as a result of the antics of Tarp4on and the like making unrealistic claims and distorting the whole system. Irritating in the extreme if you have been doing it properly all the time.

            Also, of course, there's the wider attack on small independent companies, that we use to be able to get work but which NL has decided in its blinkered, ignorant stupidity are merely tax dodges. And that is not only going to hurt us contrators, but probably knock a big hole in the flexible worker market that actually dries the service economy.
