    I found this little interesting gem on the gov direct site

    What is a qualifying year?
    You need to earn a minimum amount (£4,680 per year in 2008-2009) for it to count as a qualifying year.

    Which is less than the allowance.

    Yes. That's the lower earnings limit (LEL). NI becomes payable at the Earnings Threshold (ET). Presumably, though, you want to maximise your tax free earnings, and can not survive on £4,680 per year?

      I think, even I was one who paid the absolute minimum salary, I would be inclined to overpay a bit so the NI payments appear on their records otherwise what real proof do you have that you have paid salary?
