One of my clients just sent out an email to all its employees, that due to a tightening of the rules, they need to get an A1 certificate for all business travel to any other EEA country. (The employer is responsible for getting it for the employee). Even if it's to do 2 hours consulting or going to a conference or trade fair. Apparently France and Austria will issue fines in the event of not having one, and some hotels and businesses have refused access to foreign nationals.
