how do builders/trade sc*m get away with it?

A bathroom fitter who did our bathrooms appears to open a new Ltd co almost every other year...runs up massive liabilities and little assets and thus is in debt!

I realized he did this when he asked for all cheques to be in personal name at the end of a job.
now we need some help for a problem he is claiming his company is closed down and he is not working ...bullsh*t...as when I spoke to him he said he was busy in a big job.

how do these sc*m get away with it?

when I run my Ltd Co my accountant wont let me make any errors or delays in payment even had a Hector letter once when there was a slight error in accountants.

A quiet call to HMRC? If he closes companies at a whim then perhaps he has a propensity to forget all those personal cheques need declaring.
