Yes, it does. I have used it recently. I do use this functionality (Evernote Web Clipper) for exactly what the OP wants -

AFAIK the only way to be sure of this is to download the web page and keep it somewhere. I don't really bother much nowadays as the info is always old and I prefer just to browse again. Life's too short to read the entire web twice
