Web domain names, development & hosting

Hi to all readers and best wishes for the new year.

Any general advice much appreciated...

I'm planning the creation of a new web site.

Initial functionality required:-

1. Allow the public to register email address.
2. Send subscribers periodic e-newsletters.
3. Allow members to unsubscribe.
4. Basic website that looks okay but nothing really flash - i.e. I don't want to write one from stratch (Wordpress looks okay from what I can see.)
5. Where to purchase domain names from (seems to be lots of different options).

The basic package @ £17/pa will more than cover what I need to get started.
