From what I have read its full, but if it is how you describe I can't see MS being too happy and pulling it on licensing grounds.

I read the android play description and it sounds like just another office document editor and not the proper MS office.

Maybe it's another one, but there certainly IS such a service. Licensing is an issue but I don't see it's different to how Amazon manage licensing when you can rent a Windows node for a few minutes at a time.
