Realistically, how long should it take for someone who is a fast learner, with limited exposure to C# .net, to skill up to such a level that they could pass an MCPD exam?

Skilling up in C# .Net

if you have a background in application development and know
something like java, then probably a few weeks intensive studying you should
be able to pass, otherwise i'd say a couple of months provided you study
consistently and take the practice exams you should at least pass. -
