We use Big Brother. (www.bb4.org) It's only suposed to be free for use by non-profit organisations though - but is cheap anyway.
Grab an Oracle monitoring script off the 'net for it (there's a contrib section on the site), and customise for your own use.
Has a graphical display for a browser, wich you can customise to an extent. Does email alerts and pagers if you want. We find it surprisingly effective once setup.

          Otn

You can download most Oracle software for 'evaluation' from otn.oracle.com (including Enterprise Manager).
