Does anyone know where I can get a free, fully functioned WMA to MP3 conversion tool?

You'll need the wma codec.

If the wma files you are wanting to convert are copy protected then the only way I know of to do it is to play the files and simultaneously resample them. This will only work well if you have a decent soundcard.
