I'd have a word with the client and tell them the agency are dicking you around on payment terms and paying late and ask them to have a word. The agency will scream like a stuck pig about this but sometimes it's the only way to get them to sit up and listen.
If you don't renew then make it clear that you are walking because the agency is tulip. Tell them how much the agency are paying and try to find out the agent's cut too.
